Abstract
Directive 2014/61/EU on measures to reduce the cost of deploying high-speed electronic communications networks is known in French as “génie civil”, highlighting the importance of civil engineering in the current international context. It aims at laying down some minimum rights and obligations applicable across European Union to help the networks and cross-sector coordination. This kind of coordination exemplifies a wider phenomenon, which the doctrine calls in French “interrégulation”.
